Congress of Delegates of Vietnam Fatherland Front of Hoa Thang Commune

On March 6, 2024, the Vietnam Fatherland Front Committee of Hoa Thang commune solemnly held the 15th Congress of Vietnam Fatherland Front of Hoa Thang commune, term 2024-2029. Attending and directing the Congress were comrade Dao Tan Su - Vice Chairman of the Vietnam Fatherland Front Committee of Phu Hoa district; comrade Le Van Xem - Standing Deputy Secretary of the Party Committee; leaders of the Party Committee, People's Council, People's Committee of Hoa Thang commune; representatives of leaders of member organizations, agencies and units in the commune.

   During the past term, under the leadership of the Vietnam Fatherland Front Committee of Phu Hoa district, the Commune Party Committee, the close coordination of the Commune People's Committee, the Fatherland Front and member organizations, the people in the commune have strived to overcome difficulties and challenges, continued to promote the strength of the great national unity bloc to participate in Party building, building an increasingly clean and strong government; the material and spiritual life of the people has been improved, the quality of life has increased, the average income per capita has been raised, and the appearance of the countryside has improved. With the motto "Solidarity - Democracy - Discipline - Innovation - Development". The Congress has the task of comprehensively assessing the situation and results of implementing the Resolution of the 14th Congress of the Vietnam Fatherland Front of Hoa Thang commune, term 2019-2024, drawing profound lessons, proposing specific solutions suitable to the actual situation of the locality, practical and effective action programs in the new term.

In the common achievements of the great national solidarity bloc, the Vietnam Fatherland Front Committee of the commune is pleased to acknowledge the maturity and great contributions of the classes and strata of the people such as: mobilizing the implementation of models assigned by the Party Committee Standing Committee such as "lighting up the countryside roads", "planting flowers along the roads", "clear roads and alleys", "Environmental sanitation" have been mobilized and implemented by member organizations to achieve the set targets.

         Over the past 5 years, the great national unity bloc in the commune has been constantly consolidated and developed strongly. People of all walks of life have highly agreed, actively responded to and well implemented the Party's guidelines and policies, the State's policies and laws, contributing to promoting socio-economic development, ensuring national defense and security, and consolidating the political system in the commune. 

Continue to implement the campaign "All people unite to build new rural areas and civilized urban areas" in conjunction with the annual National Target Program on New Rural Construction. In recent years, the people of the commune have joined hands to successfully implement the goals and tasks of socio-economic development in the locality and contributed over 15 billion VND, over 7,000 laborers, donated over 3,000m2 of land and cleared over 12,000 trees of all kinds to build new rural areas...

The movement "All people unite to build a cultural life" by the end of 2023, the whole commune had 5,215 households recognized as cultural families, reaching 97.7%.

Effectively implement the joint plan between the Standing Committee of the Fatherland Front Committee and the Commune Veterans Association on deploying environmental protection models in residential areas; Coordinated with the Commune People's Committee to launch over 120 general environmental sanitation cleaning campaigns in 5 residential areas, with over 3,240 participants, contributing to significantly improving environmental sanitation in the commune, raising people's awareness. 

The movement of drinking water, remembering its source, repaying favors has increasingly gone into depth and become a mass movement, mobilizing people to contribute 118,812,000 VND to the gratitude fund, reaching and exceeding the annual target. 

Over 5 years, the Fund for the Poor has raised 262,593,000 VND, reaching and exceeding the annual target; received support from various sources and the Commune Fund for the Poor to build and repair 39 Great Unity houses for poor, near-poor households, and policy families, with an amount of 1,545,000,000 VND; provide emergency support with the amount of 54,200,000 VND and help 155 poor students go to school, with the amount of 38,500,000 VND, currently the whole commune has 121 poor households, accounting for 2.24%. 

Effectively implement the Joint Resolution between the Vietnam Fatherland Front Committee and the Commune Police in the movement of the whole people protecting national security; the National Target Program on crime prevention, drug prevention, maintaining national security, social order and safety, traffic safety; and the Commune Police Forum listening to people's opinions. 

Coordinate to mobilize 244 citizens who have passed the exam to go to military service, achieving 100% of the assigned target, mobilize cadres and people to donate gifts to citizens going to the task of protecting the Fatherland with the amount of 220,920,000 VND.

During the past term, thoroughly grasping the Party's viewpoints and the State's laws on the role and position of the Vietnam Fatherland Front in the new period, the Vietnam Fatherland Front at the commune level and its member organizations focused on innovating the content and methods of operation to become more specific and practical. The effectiveness of propaganda, mobilization, and gathering of people from all walks of life was enhanced; the spirit of self-management and creativity of the people was promoted; the Campaign "All people unite to build new rural areas and civilized urban areas" and the Campaign "Vietnamese people prioritize using Vietnamese goods" continued to be widely and effectively deployed; activities for the poor, relief, and social security were deployed promptly and to the right target; activities of supervision, social criticism, and giving opinions on Party building and government building were carried out closely and effectively. Emulation movements and campaigns are well organized, contributing practically to the successful implementation of socio-economic development, national defense and security goals in the commune. 

After nearly 40 years of innovation, under the leadership of the Party Committee, the Commune Front Committee has always improved and innovated the staff from the commune to the CTMT Board in residential areas, well performing the functions, tasks, powers, responsibilities, working relationships, innovating the content and methods of operation in the direction of focusing on the grassroots, the solidarity of the whole people is strongly promoted. The economy has grown quite well, the material and spiritual life of the people has been improved, the average income per capita by 2023 will reach 56,380,000 VND/person/year, contributing to building the homeland of Hoa Thang increasingly rich, beautiful and civilized.

Attending the Congress, comrade Dao Tan Su - Vice Chairman of the Vietnam Fatherland Front Committee of Phu Hoa district highly appreciated the results that the Vietnam Fatherland Front of Hoa Thang commune has achieved in the past term. He emphasized that in the coming term, the Vietnam Fatherland Front of the commune needs to promote its role in propaganda work, mobilizing people to effectively implement the Party's guidelines and policies, the State's laws, and socialize support for poor and near-poor households; Continue to promote the movement to build Hoa Thang commune into a commune that meets the standards of an advanced new rural area, a model new rural area; Effectively implement a civilized lifestyle in weddings, funerals, longevity celebrations and festivals. Effectively implement the Resolutions of the Vietnam Fatherland Front at all levels, of the Party Committee of Hoa Thang commune on emulation movements of the Fatherland Front associated with the local political tasks.

The congress elected 41 men and women to the new term of the Vietnam Fatherland Front Committee of the commune, 03 men and women were elected to the Standing Committee; Ms. Ngo Thi My Suong held the position of Chairwoman of the new term of the Vietnam Fatherland Front Committee; Mr. Nguyen Gia Lai was re-elected as Vice Chairwoman. The congress elected 16 official delegates and 02 alternate delegates to attend the Phu Hoa District Vietnam Fatherland Front Congress.

On this occasion, the Congress also gave gifts to 8 gentlemen and ladies who were not re-elected for the next term.
