- Summary of organizational structure:
- Local political system with 01 Party Committee with 495 members, including 14 Party cells;
- Commune People's Council with 27 delegates;
- Commune People's Committee, Vietnam Fatherland Front Committee, mass organizations including: Farmers' Association, Women's Union, Youth Union, Veterans Association, 5 villages, in addition, there are core branches and groups distributed throughout the residential areas.
2. Functions and tasks:
- Building the political system from the Party organization, the government to the Front, and mass organizations to maintain a relationship of solidarity and unity, leading and directing the cadres and people of Hoa Thang commune to resolutely implement the Party's guidelines and policies, the State's laws and resolutions, and local action programs, in order to promote socio-economic development, maintain national defense and security, for the goal of "Rich people, strong country, democracy, fairness, civilization";
- Leading and directing the implementation of tasks on organization and ensuring the implementation of the Constitution, laws, documents of superior state agencies, of the People's Council and the People's Committee of the commune; performing tasks on national defense, security, ensuring social order and safety, fighting, preventing and combating crimes and other violations of the law, preventing and combating bureaucracy and corruption; organize the implementation of measures to protect the assets of agencies and organizations, protect the life, freedom, honor, dignity, property, and other legitimate rights and interests of citizens; implement measures to manage the population in the commune according to the provisions of law;
- Manage and organize the effective use of public offices, assets, working means and the state budget assigned according to the provisions of law;
3. The organizational structure of the People's Committee of the commune is as follows:
- The People's Committee of the commune consists of the Chairman, 02 Vice Chairmen, the Member in charge of military affairs, the Member in charge of public security.
4. Duties and powers of the People's Committee of the commune:
- Develop and submit to the People's Council of the commune for decision the contents specified in Clauses 1, 2 and 4, Article 33 of the Law on Organization of Local Government 2015 and organize the implementation of resolutions of the People's Council of the commune;
- Issue resolutions on issues within the duties and powers of the People's Council of the commune;
- Decide on measures to ensure social order and security, combat, prevent and combat crimes and other violations of the law, prevent and combat bureaucracy and corruption within the scope of delegated authority; measures to protect the assets of agencies and organizations, protect the life, freedom, honor, dignity, property, and other legitimate rights and interests of citizens in the commune;
- Approve the annual socio-economic development plan of the commune before submitting it to the People's Committee of the district, town, city under the province, city under the central city for approval. Decide on the state budget revenue estimate in the area; the commune budget revenue and expenditure estimate; adjust the commune budget estimate when necessary; approve the commune budget settlement. Decide on investment policies for programs and projects of the commune within the scope of delegated authority.
